Abstract

Background and Objectives: The present research aimed to study higher education policies worldwide and their impact on improving the quality of education and learning.  Methods: Using reputable databases, a comprehensive review was conducted to answer research questions, and a conceptual analysis was performed on the available data to draw a comprehensive picture for this investigation. Findings: The findings showed that policies promoting access to higher education, improving curriculum quality, and fostering international collaboration significantly enhance educational outcomes. Evidence-based policies addressing local and global needs also boost student satisfaction and graduate skills. The study highlights aligning higher education policies with global challenges and labor market demand. Therefore, Higher education is crucial for societal development, offering high returns through economic and social progress. Conclusion: Governments and private organizations must invest in this sector to enhance quality, develop skills, empower professors and students, promote research studies, and support economically disadvantaged students. Effective policies should address societal needs, set educational priorities, create transformative programs, ensure adequate funding, and use evaluation tools to measure quality.
